well you might be able to get VisualStudio/Basic to run under WINE but since VB is windows based, they usually need to code it on the platform it's being designed for (please don't flame me on this, it works for this example)
I guess that the closest thing to Visual Basic on Linux is the Kylix from Borland.
EDIT: If you want software to write GUI's like you do with Visual Studio, you might want to look at Qt Designer from Trolltech. It comes with their Qt-toolkit. It doesn't use VB as the underlying code, but C++.
