vista windows update error

getting an odd error that i cant seem to figure out.

I check for updates and it states "to check for updates you must first install an update for Windows Update". I click the install now and it seems to start to download and install it but then it gives the error of "Code 80070020 Windows update encountered and unknown error"

From what I could find is that this can happen if running bitdefender on vista but the system never has had bit defender on it.

Tried everything that ive found so far. wondering if anyone else has seen this


I have also looked in the windowsupdate.log and found this too
SelfUpdate check completed. SelfUpdate is required.

I had some Vista update issues that turned out to be caused by my router's keyword filter at work (sorry, I don't remember the specifics). If you have filtering between the system and the Internet, look at your logs to see if the update is being nuked en route.
 
tried the machine in a different location and it does the same as well.

also tried to re-install the windows update agent as well and the same error show up for that too

really confusing... never had so much problems 😕😕
