Vista Wifi Issue - Local Access Only

My uncle just purchased a new Core 2 Duo laptop with 2 gigs of ram and Vista Home Premium. For wireless connectivity, the laptop is equipped with the Intel 3945ABG wireless mini card. The laptop is having issues connecting to wireless hotspots in range. When we tried to log-in, the network connection said "local access only". However, the connection works fine on an Windows XP equipped laptop...which obviously suggests an issue with Vista itself or the network settings. I tried to connect the laptop to my wireless router at home (which is relatively new) and it worked fine. Is there anything that can be done to fix the hotspots connection issue? Thanks.
 
I have a different wifi card but have the exact same issue. The only way I have gotten it to work is to disconnect and reconnect. But after a reboot the same thing occurs.
