vista wallpaper gif wont work

I use to have an animated gif going on in my wallpaper in XP, but I just bought a new Lap Top with Vista, and there is no motion now. just the pic.

am I forgetting somthing, or did vista just lose this functionality?
 
I don't think Vista can do that. That's under active desktop, right? If so, then MS dropped that feature with Vista.
