In Vista 32 , is there someway to define that default directories like Documents , Videos , etc. , will be on another drive/partition , and that they will also be accessible only by that particular user ?
 
take a look at group policy. You should be able to define those within local policies. keep in mind i'm speaking from a business perspective and am using vista business.
