Vista Upgrade

I own Windows 98, from an old computer. Can I purchase Vista Upgrade based on me previously owning Windows 98? Will it work? Is it not a good idea to get Vista Upgrade as opposed to non-upgrade version?

AFAICT Win98 isn't included in the OS versions that they will allow you to upgrade using Vista Upgrade edition even if you do a clean install and don't actually "upgrade" from Win98 directly.

Is Vista Upgrade version good to use in general over the retail version? Sure if it works for you and saves you money, go for it. It is annoying because it is more complicated to do a "clean install" with the upgrade edition, but it is possible in a couple of ways. Personally I'd almost always choose to do a "clean install" rather than upgrading from a disc containing a previous OS; it is likely you'd want to change the disc hardware or partition it in a different way than you may have had it, or it may have crashed, the disk died, etc. so running the upgrade from the previous OS or having it still present is often difficult / impossible even when you own the previous version that is required.
