Vista Ultimate 64x...OEM/ system builder's version

Newegg has only this version of Vista Ultimate 64bit...

I have heard that you can only install it once. If you have a HD crash, MS gives you a hard time about doing a re-install... TRUE?

If true, then why would people get this less expensive ver? And the price isn't that much different, is it?
