Vista Ultimate 64 asks to open HsMgr and HsMgr64 at every boot

It's getting quite annoying. I understand that these programs are needed to run for 32-bit programs to function properly, and I'm certain that on my last Vista install I was never asked for permission to run them at every boot.

I had the same problem in Windows 7 beta, I located the files and went to the properties tab of those 2 files and set them to run with admin status and it solved it for me. And in Vista 64 I just unchecked the box about always ask before running and it never did it again but I have the UAC turned off that might have something to do with it.
I know its not much to go on but it might point you in the right direction.

I uncheck the box that asks about running it and it's always rechecked on the next boot. I've had UAC off since I first installed Vista. Also the box in properties to always run as admin is grayed out.
