Vista switch for single mouse click

I can't find it anywhere. Now that I've re-formatted/re-installed, I don't know where to find the "switch" that allows for a single mouse click to open a program in Vista. I've tried Windows Help but nada. I know that one of youse guys have the answer and will respond PDQ. Merci d'avance.
