Turns out it is just a script to change a registry key. You actually download and install it through Windows Update.

On my 3rd round of updates right now.

Be warned, there are extraneous blank spaces in the batch file linked to above. IT WILL NOT WORK AS SHOWN! In the two "reg delete" lines, the unwanted blank space is at column 72. In the "reg add" line, the unwanted black space is at column 69. I am trying it now (with the extraneous blanks removed), and it seems to be working.
