Vista shortcuts question

I'd like to make keyboard shortcuts (eg Ctrl+Alt+X) that open up my own files and folders. In XP I could do this by placing the shortcuts in the user's Start menu. How do you go about doing this in Vista?
 
Custom keyboard shortcuts do work for programs in the Start menu, but my own random shortcuts are not working.
