Vista reporting wrong amount of available free space

I deleted all of the files on one of my partitions (which was 140GB)...I emptied the recycle bin and Windows is still reporting that there is 4GB worth of data in the partition...

There should not be any hidden files in this partition...I know I can do a quick reformat to correct this, but this happened alot when I used XP...

what causes this or more importantly, how can it be corrected so that the right amount of free space is displayed?
 
The free space displayed is correct.

What is not correct is the used space displayed if you say select all on the C: drive and choose properties. It will only total up the files that you have permissions to see. If you want an accurate display you would have to alter the default permissions on a great many files. It would to some degree compromise security. I'd suggest you just roll with the free space display. Again, it's accurate.
