That's rather interesting. I don't see how browsing "safe" sites you mentioned should cause that very suspicious process. Is your computer shared with anyone in the family? Did you recently install a software for some reason is packaged with that file? Is UAC off?
Maybe run a virus scan using NOD32 or those Vista compatible antivirus (and anti-malware) such as a-squared. You can also upload a sample of the file to http://www.virustotal.com and the site will use most popular virus/malware scan engines to identify it. As for Windows Defender - if the process installed and started, then it didn't catch it for whatever reasons.
