when I click start then programs, an empty box appears and after 15 seconds or more it finally populates with a list. this also happens with all the other start menu items.

once it has populated it works fine until after a reboot.

I have defraged and run cleanmem and disabled aero and search indexer. I updated video drivers and windows update.

I think this may have started after running a registry cleaner from ccleaner but not sure.

Run a virus scan.

Also run hdtune.

Check performance monitor for HDD usage

Check virtual memory allocation.

I don't have anything helpful to add, but this is why I don't run cleaners. Windows can't be "optimized" by any 3rd party apps. The best you can hope for is no change, and it only gets worse from there. Tuners, cleaners, and speeders are all snake oil, and best avoided.

Have you tried going back to a system restore point created prior to the date you ran ccleaner?
