Sorry, man. Vista's not as well known as XP. First step: reboot computer. Restarting a computer has some magical healing effect on Windows, and may help in this case. It also refreshes Windows and could rid of one time script errors. In XP, inappropriate locks and freezes are usually a sign of a misinformed/messed up registry config file. Go to administrative tools, or it's equivalent -->services then look for a file that says lock/unlock control panel, or something to that extent and then enable it or restart it. I've had problems similar to that and have fixed them that way. Others need to be solved by going into the registry and edited. I am completely unfamiliar with Vista's inner workings as of this moment.
