No. Notice it says "CPUs" and not "cores". Microsoft's licensing is based on sockets, not cores. The processor could be 1-core, 2-core, 8-core, 32-core, doesn't matter. One chip in one socket is one processor.

Assuming that thing is correct, everything but Starter would support those things.

everyone on this planet has got to own a prior version of windows. MS knows this and so they have to make money on people upgrading.

So to make you all feel better they pick these huge price numbers for the full version so you fell good about getting an upgrade price instead. The upgrade price..is a normal full price.
