vista password works with one keyboard not another

I setup the password with a wireless USB keyboard on a new computer. I tried using a wired PS2 keyboard from another computer and it will not take the password. I created a second account entering the password with the wired keyboard. The second account takes the password from the wired keyboard but not the wireless keyboard.

I connected both keyboards to the same computer and typed the password in notepad with each board. They were identical.

My wifes laptop, with XP on it, had the password created with the laptop keyboard. The wireless keyboard works fine on it.

The wired keyboard is used on another comptuer running XP without any problems.

I'm wondering if my problem is a Vista security issue. Anyone know anything about this?

Edit: It's the wireless keyboard before you log in to vista. Prior to logging in to Vista you have to hold down the blue "Fn" key while entering the password. Doing this enters the password correctly. Once in Vista the keyboard enters the password correctly if you go to the account and enter the existing password under changing the password on the account. I've emailed the keyboard manufacturer for an answer.
