vista not using second core

I just installed vista about a week ago and so far it seems kinda buggy. The biggest problem so far though is that it isn't using my second core on my processor. If I look in device manager it shows two cpus and correctly identifies them as opteron 165s. When I look at task manager it only has one graph even though I have the option for one graph per cpu checked. I notice that when even doing little tasks my cpu usage goes to 100%. For example if I run the dreamscene background it will stay at 100% until I turn it off. Anyone have a solution to this problem? Thanks

System specs:
Cpu: Opteron 165
MB: Asrock 939Dual
Graphics: Ati aiw x800xl
OS: MS vista ultimate 32 bit
