Vista not showing OC speed

I got my CPU set in the CMOS to overclock, and just installed Vista. It's showing 1.9 Ghz, is this a normal thing for Vista not to show OC speed?

use cpu-z most of the time when theres no load i get 1.6ghz then if its busy it will real 2.4ghz (e4300) pin modded due to EIST
