Vista. Max Refresh Rates for All Resolutions?

Does Vista have an "optimal" setting for refresh rates. It was a setting available under display properties in Windows 9x. You could run any full-screen game at the highest refresh rate at any resolution.

With XP or 2k, this setting wasn't available.

What do you mean by "optimal refresh rates"? Do you mean does it not do 60Hz in D3D? Otherwise, "optimal" is A) what your monitor manual states, and B) what your eyes like.
