Vista, ICS, and Dial-Up

OK I've tried just about everything and I cant get Vista's ICS to cooperate and work with a Broadband Dial-Up connection.
I have 2 machines running Vista Business, They are connected in a LAN through a router, DHCP by router.
I've tried setting the networks to Private and Public, I've tried setting one private and one public and vice-versa. Tried it with static ip's(DHCP off), reset/re-installed the dial-up account. Turned ICS on, on the LAN network, on the Dial-Up network, firewall with exceptions, firewall off. And I still can't get the one machine to see/use the connection.
Though I can share files on the systems just fine.
Any ideas?
