Vista Home Premium COA

Have 2 brand new laptops that haven't even been booted up.
Both come with Vista Home Premium preinstalled with a COA sticker on the underside.
If I don't intend to use it (going to throw Ubuntu on them), could I sell the COAs?

Legally, since they are OEM and you still have the Laptop, No.
The OEM OS is supposed to be tied to the Maker of the computer.

Big auction houses like eBay will cancel any auction offering only a COA sticker. Microsoft OEM EULAs require that "opened" OEM software must stay with the system that it came with.
 
Well, if you ever sell or give away the laptop, the new owner will likely want Windows installed, not Ubuntu. So you'll likely want the license at some point.

That's true, but don't plan on parting with this for awhile, especially if someone manages to figure out the pinmod multiplier problem (getting stuck at 6x) 😛
