Vista for System Builders License

No, they changed it, AFAIK.

It was considered anti-trust / anti-competitive to force vendors to sell microsoft software and hardware bundled as opposed to giving people a choice to get hardware without MS s/w or get MS S/W with other kinds of hardware of their choice.

Now they just want you to keep the software on one "system" wherever you get that "system".

 
I'm not even sure where Newegg's XP OEM purchase requirements came from. Microsoft removed its OEM hardware purchase requirements for XP a couple of years ago, no longer requiring a hardware purchase with UNOPENED software.

Instead, MS banned the sale of OPENED OEM packaging. Once the package was opened, it had to be sold pre-installed on a system. And the license became tied to the PC it was originally installed on.

This was the subject of a mailing to all Microsoft OEM partners, probably in mid-2005.
 
The reason I ask is that I'm building a system several pieces at a time and don't want to purchase the Vista until it is up and running.

I did not have to buy any hardware for my OEM Vista HP.
