Vista firewall rule sets

Is it possible to configure Vista's firewall to ask you if you want to allow programs outbound requests? Instead of having to manually make the rules.

edit: or alternatively, is there a log file/event viewer that you can see which apps weren't on the ruleset and failed to connect? I know the log file handles incoming drops.
 
Sorry to bump this topic. I just can't seem to figure out how to make the Vista firewall to ask anything when an outbound connection without existing rules is noticed. I've checked "Windows Firewall with advanced security" many times now, and all I can find is the setting for inbound connections. Can't find the one for outbound connections. Can anyone please advise? Thank you.
