My CPU is Oc'd, but Vista keeps showing 2.5GHz. What gives? Any way to fix this issue?

Is this fixed in Win7 ?

Depends where you are seeing it. If you are talking about under System Properties, it displays the normal speed of the CPU not the speed its currently running at. Thats completely normal and does not in any way indicate your CPU is running at that speed. Download CPUZ if you really want to see the current speed.
