Vista doesn't boot all the way

When I boot Vista, I get all the way up to a black screen with a movable mouse cursor, but the the login screen never shows up. It's just the black screen with the mouse cursor. I tried leaving it on for 2 hours, and it's still like that.

So I tried safe mode, but it does the same thing - and sometimes, safe mode doesn't even boot all the way.

NOW, I decide to format, but for some reason, my LIVE CD of Knoppix or Ubuntu won't even boot all the way - ever.

I'm guessing my problem is hardware, but I can't figure out what it could be.
