Vista Business 64 refuses to kill 32-bit processes

My vista business, on every other bootup, will not close down 32-bit processes. This prevents my computer from shutting down at all. The UI itself will close, but the processes itself will not close. I can see it in task manager, and can't kill it no matter what
I've done everything from seeing which processes is preventing any given 32-bit process from shutting down. Obviously, when I boot up with 64-bit software running, it's fine. It's just that any 32-bit software refuses to shut down (in the task manager).
It's annoying when a majority of my processes are 32 bit.

Anything short of reformatting, what should I do?

sfc /scannow has a remote chance of finding something and fixing it. This will verify your windows files are intact and replace them if needed.

oh gawd i'm retarded. I've been out of the IT loop for awhile now (my first jobs were IT, but now a programmer, w/ network IT'ing, and not so much desktop support). I should've done that first thing. Thanks for the quick suggestion. I'll give it a shot, although it won't guarantee anything. It may help since I did have a couple of brownouts not too long ago
