Vista 64 issue every startup

I had that problem with my laptop that had Norton Internet Security 2005 installed, until I did the updates for it. I had to hit CTRL+ESC, to bring up the start menu, and then hit ESC to dismiss it, before I could click on anything on the screen, after the Norton splash screen came up.

 
start/run and type chkdsk /f and say yes when the dos box pops up.
reboot and let windows do the checkdisk and see if that does any good.

Admittedly its "generic" and a long shot shot but what the heck, ive seen a simple checkdisk fix worse problems.

also when you hit ctrl+alt+del i'd look for any suspicious processes

How can I easily see whats safe for startup? I remember it took me forever to learn all the XP stuff. How about vista64???
The mouse clicks become inactive frequently now, almost everytime I open a new window.
 
I should add that windows become unresponsive every time I try to open one. Also, I am getting random window crashes. the mouse also is unresponsive to desktop. CNTR=ALT=DEL always fixes it, for only one use.
Ideas????
