Vista 64 Bit will not shutdown CASE

I am having trouble finding a fix for the my issue.

At a high level has anyone ever heard of the below issue:

Vista 64 Bit

You click shutdown PC and the monitor shuts off, but the DESKTOP (CASE) just stays on. It seems this happens 50% of the time. Sometimes it works and sometimes it does not and you need to hold down the Cold Boot (POWER) button on the case to shutdown the case.

This was never an issue with XP ad the same case.

Any thoughts?
 
It sounds like you are not shutting down but putting the computer to sleep.

Click on the Start Menu and click on the arrow to the right of the Lock. From the menu, click Shut Down.

Does that do a complete shut down on the PC?

My last homebuilt Windows Home Server was like that. WHS would "shut down", but the CPU and power supply fan would often keep spinning. It didn't seem to hurt anything, but it was discomforting to kill power to a computer that seemed to be "on".

You mentioned the BIOS. Do you recall which setting?
 
Usually it is under something like ACPI (Advanced Configuration and Power Interface). There are usually several settings in there which talk about shutdown, sleep states, and power/reset button settings. There many have also been due to BIOS version of the motherboard. Notable recent chipsets with issues like this are the Nvidia 680 and 7 series chipsets which required many BIOS updates to resolve the problem with shutdown not working properly.
 

Hello. I double checked this weekend and yes when I try to shutdown the PC I do use the following steps:

Click on the Start Menu and click on the arrow to the right of the Lock. From the menu, click Shut Down.

Here is my MOBO.

# CORE 2 DUO E8500 3.16G (1333Mhz)
# ASUS P5QL-E
# CORSAIR 4GB KIT TWIN2X4096-8500C5DF

MB has the latest BIOS. I will now look through the BIOS to see if I see anything.

Any comments on the MB?
