Just built my gmaing rig, put vista 32 ultimate on it. Now need a firewall. In the past used zonealarm and been super happy with it.

What would you suggest I run now?

Software -> Security

I've only begun my research on it. But wasn't one of the knocks on Vista's Firewall is that it does not block outbound traffic?

I'm not 100% sure but I believe it can but just doesn't by default and doesn't popup asking if you want to allow things.

Yes it can if you want, but it takes the correct approach of treating outbound filtering as a management mechanism, not a security feature.

Once you enable outbound filtering, it'll ask you if you want to allow certain applications net access on demand.

Incorrect. It can be as simple or complex as you want it, including port forwarding if you want. Hell if you only want UDP incoming on a specific port but not ICMP you can do that. To be honest there is NOTHING a 3rd party firewall can do that Vista's cant. Period.

Is this also true for Windows XP. Can it block incoming and outgoing traffic?

I was reading on other forum via google search they said to use Vista built in firewall AND router you will be safe.

No. XP's firewall is a POS. Completly different firewall in Vista.
