Visiontek Ti4600 TV-out Question

I have a Visiontek GeForce4 Ti 4600 that I bought from a friend. The card is supposed to have a VIVO splitter dongleto split the S-Video connector on the card into input and output. Can I just hook up an S-video cable to it and get simple TV-out or do I need to badger someone to find the splitter. The Video in isn't a problem as I can use my ATI TV Wonder for input.
 
I have a cable from my old ATI Radeon that fits in there, I just can't get a picture on the TV

EDIT:I'm using the "S-Video" to composite adapter that came with my old ATI card, and nothing...
