Visio-like software?

Is there a piece of software like Microsoft Visio that does a lot of the same things? Namely diagramming, with emphasis on Electrical Engineering capabilities?
 
Smart Draw is a similar program. But then again except for that standard version it's not that much cheaper than Visio. I'm assuming price is a reason you are looking at alternatives.
