Virus/spyware prevents connection to secure server

My friend's computer seems to have some sort of spyware/virus in it that prevents it from connecting to secure servers that use things like SSL. Whenever you try to login to a secure server, it will just say "Page not found". I know it isn't the internet connection because any other page will work. I reset IE and Firefox back to their defaults so I know it isn't some wierd settings. Also, this thing seems to have disabled Norton Antivirus. We've figured out that this come from visiting animewallpapers.com, because this exact thing happened about a month ago when he visited that site. After visiting it today, the same thing started happening. The only way we were able to fix it was to just reinstall windows. Does anyone know what this could be or a better way to fix it?
