virus issue

hey guys, i've got a problem im tryin to fix on a friends computer, and figured i'd ask. She got a virus, which she tried to remove manually, and now the computer no longer recognizes .exe files. I can not run any programs, although the internet browser still works. Anyone know how to fix this?
