Virual CD ROM Software for a CD-Rom Server

Hi there,
we would like to install a CD-ROM Server at work, and now I thought it would be wiser, to install a "Virtual CD ROM" Software, since Harddisks have a better bang for the buck. Anyone knows a good Software for this purpose?
