Virtual network behind DHCP / Router

The network is layed out in two subnets, 27.x doesn't get internet and 28.x does. There are two offices with a VPN between them, my office unfortunately runs off the router / firewall at the other location...

What I need to do is setup a DHCP server / router for my office but maintain these two subnets because not everyone gets internet. How can i go about this? We'll be buying a cisco router but i'm not sure of the model yet.

Any help is greatly appreciated.
