Virtual desktop for single monitor in Win 10?

Is there a program available for Win 10 that would allow for having a desktop much larger than the resolution of the monitor? Something that would allow the user to drag the desktop around to bring various parts of the desktop into view? Basically the monitor would act as a viewport onto an expansive desktop. Preferable would be a grab and drag system for moving around the desktop akin to how one drags around the map in Google Earth. Having a floating taskbar might be a bonus.

Not sure if this should be OS or Win Software. If Win Software, it won't hurt my feelings to have it moved.

I have a hard time seeing any situation where this is desirable.

I've had to deal with oversized desktops on occasion when RDC gets resized accidentally, and it's a nightmare. A floating taskbar wouldn't alleviate it.

windows 10 does already have virtual desktops built in, you know this right and are looking for another way to do it???
