Virtual credit card numbers

Sorry to ask a question that's probably been asked a million times, but if you don't have a Citibank card or Amex, is there a way to get a virtual credit card/temporary credit card number for online purchases?
 
1) AFAIK only CitiBank and MBNA offer one time use cc's, Amex no longer offers "private payments".

2) You can do this without a CitiBank/MBNA cc or even Paypal but it will cost you FEES just send yourself a WebCert.

Weather has been unusually mild, wife is good, job is so-so and my credit card debt is slowly declining 😛
