I've used Virgin for a while now. It's like $7/mo if you don't use up all your time. and since 99% of the time I'm either at hoem or work where I have a phone, I have no need for a huge cell plan.

There's another plan too... 25 cents per minute for the first 10 minutes each day... and 10 cents per minute after that for the rest of the day.

*EDIT* Apparently you can switch between them anytime you want. So if you're using it for emergencies, you'd probably want the 25 cent/10 cent one. Then if you go on vacation and will be talking to family/friends on the phone a little more you could switch to the 35 cent/10 cent one. I don't know if there's a fee to switch between the two, or how often you're allowed to switch between the two... I'm trying to find out though.

Pay $79 for the phone and get a $79 rebate.

13 cents per minute - 10 on weekends. Just keep a positive balance and use phone once every 2 months.
