Viper II Z200 Problem

I've a Viper II Z200 32 mb AGP that worked fine on my EP-7KXA using the latest S3 reference drivers. My goal was to use it to upgrade my son's system as I just got a Radeon LE. My son has a Shuttle AI61 that had been working ok with a Diamond Monster Fusion. I uninstalled these, switched to std vga driver, took out the monster fusion, installed the Viper II, set to 2X (all three jumpers open) and I get nothing, no bios screen, no hard drive spin up, nothing on the monitor, no beeps off the mobo. I pulled it out an reinstalled the Monster Fusion and everything is ok again.
Any help or advice on how to get this thing working on the shuttle board or am I sol?? Any help would be greatly appreciated!

Also, I have flashed my mobo bios to the most recent and I have installed the latest chipset drivers from AMD. ANY advice???

Boy, it seems like I'm having a conversation with myself in the middle of a crowd... Anyway, could the problem be the PS, it's a 300 watt, but only 145 continuous. The machine in question has a T-bird 900, combo Iomega DVD - RW and a regular CD-rom drive, a 15 gig, 5400 hard drive, a vortex 1 sound card, 256 ram, and internal HSP modem. So maybe the Viper II is pulling too much power compared to the Monster Fusion (2X vs 1X)? Still the monster fusion card has a fan on the chip while the Viper only has a heat sink. Any help, anyone, please???
