L.A. Imposes Regulations on Cybercafes

LOS ANGELES (AP) - A new city law designed to prevent violence at cybercafes quietly took effect Saturday, but authorities had no inspections planned to check for compliance with the tighter rules.

The ordinance requires 30 parlors in Los Angeles to enforce a curfew for minors and install surveillance cameras. Police did not plan any immediate inspections, and one business owner said permits were not available yet.

"They said check back in a couple of months," said Lisa Woo-Rogers of Blue Screen Gaming.

Los Angeles is the largest of several Southern California cities to enact restrictions on Internet gaming parlors. The ordinance was proposed after several shootings in 2002 near cybercafes, two of them fatal.

A police analysis found that most of the people arrested at cybercafes were minors who violated curfew or truancy rules. Officials were concerned that the cafes were havens for gang activity.

Woo-Rogers described the new regulations as "pretty reasonable" and expected to spend about $2,000 to install cameras and obtain a permit.

"We're a cheap baby sitter," she said. "The kids are good here. They know who's in charge here. If they get out of line, they'll hear from us."

couple years ago during the cybercafe boom i was checking all the local ones out. in particular there was this one by my house with about 10 asians(no joke) in it at all times. one saturday afternoon in broad day light 2 guys(asian) walk in and start yelling at this other guy(also asian) playing counterstrike "you from wa-ching ni**a?! what?! where you from?! your a bitch!! this is north sider territory" the guy running the place tells them to get the fvck out and they leave. 5 seconds later one of them comes in with a long peice of scrap wood(from the construction going on outside) it wasnt a 2x4 or anything but probably about 2"x1/2" and a good 4 feet long and while the guy(wa-ching?) is playing cs the asian gangster just starts beating on him from behind. he gets about 10 whacks in because of taking the guy by suprise and him not knowing where to run to(the place was small). he(wa-ching) finally crawls up over a row of computers and the asian gangster('north sider') can't get to him without a bunch of people moving, so he yells at him instead. meanwhile the attendant is calling the cops as fast as he can while telling him to get out, the rest of us are looking at it all go down wondering if any of us are going to get shot today. the two gang members(one was standing outside) break for it while the guy that just got beat has a bloody nose and a bunch of scratches. 10 minutes later a cop shows up and doesnt do anything. the end.

however on the other hand i have a friend who works at a cybercafe(dad owns the place) and none of the kids in there are over 16. its basically a day care center.
