Our systems to address this are the most robust. Other parts of the world are still far behind on the record of human rights.
And we aren't perfect either. It is a constant struggle.

That can happen here, it just takes enough Xenophobia to make it happen. Which is why the Trump Campaign and continued attempts at Policy is very disturbing. So far there have only been incidents similar to this committed by Individuals or small groups clandestinely. That could change though.

It is in the very nature of the species to attack that which is not seen as "self". We see that here, although as a non violent level. But in other places there aren't the social taboos or legal framework to prevent harm and so they kill because they can. You are absolutely right, it can happen anywhere and for any reason. We aren't innately superior in the west but we do have disincentives others do not.
