Viewsonice Q20WB Stuck @ 59Hz

Hey all I'm having quite a bit of trouble with my monitor. First off its a

Viewsonic Q20wb. I've had it for a while and no problems but since I've put Windows 7 on it has a refresh rate issue. Its constantly stuck at 59 hertz. It doesn't matter whether I go through the Nvidia Control Panel or just my Advance settings in windows after I change it to 60 and click apply it reverts back to 59, and I have these annoying lines going down my monitor and I'm getting a huge headache lol, anyway I have tried downloading drivers and what happens is, it opens up a text document that tells me I have to manually do it so I follow the steps, it find my compatible software alright and everything but when I go to install it, it says it has encounter an error and cannot find the specific file.

Please help I will be very grateful!

That's probably the native refresh rate. My laptop screen is 59hz also. I have no idea why they don't just make them the standard 60hz for the sake of simplicity.

You shouldn't have any flicker or headache because it's an LCD. What lines are you talking about? Are you using a VGA connection instead of DVI? That's the only way I can see there being any kind of moving lines.
