View files quirk in Win2k

I set up in Tools -> Folder Options to show all files - hidden, protected, etc., but I still have to click Show Files when I go into the Program Files and WinNT directories which, after a while, becomes a real pita. Never had this problem in Win98.

Is there some other way to get Win2k to show the files in these directories or does it just continue to go to its default settings and hide the files?
