Videos not displaying correctly

I just updated my computer to Windows 10 and a completely fresh install with new boot drive.

I am having a problem with video, mostly facebook video, but on other sites also. I haven't noticed any problem with Youtube. I am assuming that the video problem may be with flash videos but don't really know what format embedded videos are.

What happens is the video plays for a while, then it turns into vertical rainbow lines.

Computer:
Windows 10 version 1709
Nvidia GeForce GTX 570 driver version 23.21.13.8859 (dated 12-5-2017)

Here is what it looks like although a still capture doesn't show the rainbow so much.

The only thing I can see that looks off are all the fox videos. That's enough to crash any machine...

But seriously what browser is that?

Happens on most videos that I try to watch on Facebook and quite a few other sites. Do you think it is a Liberal Progressive conspiracy since I usually watch Conservative or Libertarian videos?

Reinstall the web browser and the flash player. Though it seems to me your gpu might be starting to die.

Did you try it in edge? or whatever MS calls their new browser in 10?
 
I’ve had video corruption (among other issues) when using a PCIe riser. Are you by chance using one?
Another couple things I’d try to satisfy my personal curiosity is to disable link state power management for PCIe and dropping PCIe <3.0 if applicable.

I just noticed your post. Old thread. I still have this problem but only in Firefox. Edge and Chrome are fine.

What is a PCIe riser? I have an actual Nvidia GeForce GTX 570 video card installed.

Some cases use them to mount the GPU vertically in a case to show them off, like this one:

Some ITX cases like the silverstone case I have use them to mount the GPU at 90° reletive to the PCIe slot to make the case more compact and flatter:
