Video Viewing Application Needed

I did a quick search in these forums and on the web but most everything looked to be Webcam related or streaming media related as far as players go. What I'm really looking for is a clean program to VIEW (there can be other features, but my main concern is viewing) a video stream from a TV card on a PC.

The scenario is this, we have a few hearing impaired/deaf employees and they use video phones to make phone calls using sign language. We have lost the disc for the original software that we had installed so I have a user that is unable to make calls since her computer crashed and needed to be reloaded. We have other machines with the software on it, however copying the program directory does not work due to some registerd .dlls.

All I need is a simple, clean program that will take the input stream from the video phone and display it on the screen when needed, nothing more (though like i said if it has more features it not a problem, they will just go unused). This can be software that is free (preferably to get her up and running sooner, we have to jump through a ton of hoops to get approval to purchase something), but we will purchase something if needed.

Does anyone use, or have you used anything like this and can you make a recommendation for something that might fit my needs here. Thanks in advance!

Looks like VLC media player might be able to do the trick. After a quick google search it appears that it can support MPEG and tuner card streaming. I would highly recommend the player as-is, but I had no idea it could do this as well.
That being said, I can't really help you from here. I've never really had a need to use a tuner card and won't be of much help...

What was the original program? Have you tried manually registering the DLLs in the program directory?

No I havent tried registering dlls manually, I cant recall the name of the original program right off.

I did try videolan, however it said the input from the card wa snot supported and just shows a black screen. but thank you for the response and the suggestion, it may have worked on another card, I will keep it in mind.
