Video upgrade for Shuttle PC

Hello all. I have been researching this situation off and on for several months now and I can't come up with any concrete method of going about this so I have come here to ask for some advice and help.

To break it down, I have an older Shuttle PC (p4 3.2ghz) with a HDD and a DVD-writer in it with 2 GB of RAM. I currently have an ATI 9800XT AGP for the video slot. Decent card a couple yrs back, but I'd really like to upgrade that to something better.

Here lies my dilemma. The Shuttle PC only has a 250W power supply. Now I know that is extremely lower than the average desktop computer and I don't want to upgrade just the PS for this thing (if it's even possible) but I'd like to get a little more out of it w/o going the full upgrade option if possible.

Can anyone suggest what kind of video card I could use that would be better than the 9800XT for an AGP slot? Thanks a ton in advance.
