Video upgrade for Celeron 1.4Ghz w/ Matrox G400 16MB?

Hello, I have been running a Celeron 1.4Ghz paired with a Matrox G400 16MB for a while now, and need an upgrade. I have a TNT2 Ultra collecting dust somewhere but it has a noisy fan and there is much to be desired in its 2D quality. My complete system specs is as follows:

Asus P3B-F BX based board
Celeron Tualatin based 1.4Ghz
Maxtor 80GB 8MB cache
512 PC100 RAM
Matrox G400 16MB (Passive heatsink)

Everything is running at stock speeds for a close-to-quiet computer and plan to keep it that way. So I need a video card that is passively cooled. I will probably upgrade to an LCD display once a nice Dell deal comes around DVI out would be great. I need decent 2D quality and since I game a little (CS, WC3, perhaps others if the video card can handle it) I'll need the best bang for the buck.

What video card should I get (preferrably under $75) that would accomodate my needs?

Thanks for the reply Schadenfroh :). Well, it's been a while since I did any real researching into video cards since my other computer has a ATI 8500LE in it (previously had a TI4200 before that, I know a downgrade for a cheaper deal. I'm regretting it now). That machine has a P4 1.6a, 512 MB of PC2700 DDR RAM, 80GB 'Cuda IV, Retail ATI8500LE (no DVI out), on an EPoX 4G4a+ board.

I've conducted some cursory searches and found that this would likely be a battle between FX5200 vs. ATI8500 vs. ATI 9100 vs. GF3Ti200 and probably throw in some 9200 or 9000 in the mix. Uh, is the GF4MX 440 still a contender here?

Disregarding the passive HS issue, would a FX5200 be an upgrade from a 8500LE/9100? I've read mixed reports from posters on this board, and can't seem to come to a conclusion. Is the rest of my Celeron based system a bottleneck for these video cards? Arg... maybe I should disregard the fan noise...
