Video to Monitor Problem

Ok, so in the power options of the winxp control panel, I have the monitor set to turn off in 10 mins of inactivity. But every 10 mins, all the monitor does is blink once and turn back on. But when I set the monitor to turn off in 1 min, it works and the monitor goes to power save mode in 1 min. I'm using an LCD and the vid card is a 9600 AIW. I don't think this is an idle issue because I can confirm that my computer was idle. Any ideas how to get the monitor to stop blinking every 10 mins and actually go into power save mode?
