Video tearing with vsync on?

I have recently overclocked my video card, but I'm running at stock speeds now. I have also recently noticed that my graphics are tearing horribly. I would have more expected overclock to cause artifacting which this is definitely not, so I'm starting to doubt it's because of overclocking. It has just started recently, and am not sure if it happens in all of my games, but I don't think that's relevant since it JUST started happening. I have tried vsync on and off with the same tearing effects. I can not screenshot it because it eventually (0.05 seconds of a still frame) stabilizes itself, but is blatant in motion. The torn part of the video is shifted about a half an inch from the other part. The computer is Rig 1 in my sig (ATI Radeon 9500 PRO). I have not modified any drivers or game settings since this started happening, so I don't think those are the problem.
